Making Our Jobs as Big (or as Small) as Possible

We bring our priorities into our work–making it more purposeful and satisfying–by using our capabilities more deliberately and by demonstrating our values when we do our jobs.

Our basic “capabilities” include our personal autonomy (or the drive to realize our gifts) and our generosity (or encouraging the autonomy of others who are touched by our work, from co-workers to bosses, customers, suppliers and the broader community that supports our efforts). 

Our “values” are moral intuitions (or feelings) that frame our experiences and help us decide how we should respond to them. Examples include freedom, fairness, equality, personal security, an ordered life or the sanctity of living things. For each one of us, some values more than others provide quick, intuitive signals that guide us as we try to figure out how to interact with the world around us. 

Work is more satisfying when it engages our capabilities and serves our values, because they are among our most basic priorities. 

When talking about these ideas, people often ask me: “On a practical level, how do I align my priorities with the work that I do everyday?”  It’s often followed by a second question: “What if my employer’s priorities are different from mine—won’t this put us at odds with one another?”  My quick answers are as follows. 

Alignment of personal priorities with job priorities usually comes down to your mindset: how you see yourself in that job. Is it doing the bare minimum, “staying within your lines” and keeping your eye on the clock so you can leave for home after you’ve put in your time OR do you pour yourself into that job, finding opportunities for your priorities either within or right along side the priorities of whomever you’re working for? In other words, how hard are you trying to find more satisfaction in every job that you do?

Sometimes these alignments are nearly impossible, as in my recent post about gig-economy workers at Uber and Amazon. At each of these companies, the capabilities of their ride-hailing and delivery drivers are being exploited instead of respected. Uber’s and similar companies’ business models depend on offloading as much risk and cost onto their workers as possible. These workers’ recourse? They have to look to governments (like California’s) to safeguard their basic priorities on the job, leave those jobs altogether, or tamp down these basic drives because their economic necessities override the personal costs. 

On the other hand, in many jobs it is both possible and desirable to align your priorities with those of your employers and others who benefit from your work. It is what organizational psychologists have called “job-crafting.”  When you bring a suitable mindset to your job—when you ask, “how much instead of how little can I make out of it?”—many jobs become opportunities to build more satisfaction, and even fulfillment, into your hours spent working.

After elaborating on job-crafting and my own take on it, I’ll share some fateful testimony from two practitioners of “this highly practical art” from an interview I overheard while on the road earlier this week.

The Opportunity to Job-Craft More Rewards Into Your Work

Amy Wrzesniewski, a psychologist at Yale’s School of Management was talking about job crafting on a terrific podcast called Hidden Brain this week. I hadn’t heard this episode, but a regular reader wrote me about it (thanks Joe!) and listening reminded me of how long so-called industrial psychologists (who study our behaviors and expectations around work) have been tinkering with the boundaries of our jobs and the perceptions we bring into them.
 
Take (as Wrzesniewski did) a janitorial job cleaning a hospital. Let’s also assume two different men filling that job:  I’ll call them J and B. Both were hired to show up at regular times and keep the floors and available surfaces in their parts of the hospital clean. With the tools and working hours available, they can clean everything they’re responsible for in their 5-day workweeks. The following Monday, J and B each start the same circuit over again.
 
Let’s assume that J always does what’s expected of him without complaint, but rarely does more than is required. Viewing his job as a paycheck, he’s hardly fulfilled by it. Instead of satisfaction at the end of a workday, he’s more likely to feel a tinge of resentment, that it’s beneath him to clean up after other people, but he needs the income so he puts up with the indignity and has done so for twenty years. J rarely interacts with the hospital staff or patients, although he understands that keeping the place clean contributes to the overall mission of the hospital, which is to help people to stay alive and hopefully get well.
 
B couldn’t see his job more differently. Feeling that he’s part of a team improving patient outcomes, B regularly makes a point to give a cheerful word to patients he’s noticed have few visitors, will go the extra mile to clean parts of his area that no one else seems to be getting to, and gives staff members he’s known for much of his working life words of encouragement when he senses that they’re feeling down. Unlike J, B connects his job to something bigger than himself—promoting the health of everyone who is around him everyday—and goes home with both satisfaction and pride that he’s contributed to the hospital’s mission along with a paycheck from it. 
 
B accomplished this by “job-crafting” the way he sees his work and the importance of it in the broader scheme of things. From my perspective on work, he has also engaged both his capabilities and his values when it comes to service and community in order to gain additional rewards from it. As podcast host Shankar Vedantum put it, there are people who quit their jobs when they win the lottery and others who still want to work. B might keep working because the rewards he brings home aren’t just monetary ones. 
 
After 25 years of studies in the psychology journals—from scholars like Arnold Bakker, Maria Tims and Justin Berg as well as Wrzesniewski—there seem to be three different approaches that workers take when “crafting their jobs.” Sometimes they rearrange how they characterize their job responsibilities, emphasizing certain aspects over others. Is a chef simply cooking a meal that her customers will keep paying for or is it far more important to her that she’s creating plates that are pleasing to the eye and producing delightful experiences for friends who keep coming back? One is a successful economic exchange while the others are more than just that.
 
A second approach focuses not on the end product but the interactions that help to produce it along the way. Instead of B deriving meaning from making the floors shine, he finds it in those interactions with patients, visitors and staff along the way.
 
The last approach is how you see yourself on the job. J would say, “I am a janitor” or define himself apart from this job altogether if asked “what do you do?” B on the other hand might say proudly, “I am an ambassador for the university health system, creating an environment that promotes the healing process,” and really mean it.
 
In a post from last February, I made an argument that uses terminology from economics and ethics instead of psychology to try and prove a similar point. When you take responsibility for your job satisfaction and don’t expect somebody else to provide it, you act like a stakeholder instead of an employee.  Because job satisfaction is important to you, you collaborate to solve work-related problems that involve everyone (co-workers, suppliers etc.) and everything (like the communities and environments) that your work impacts. The compensations that follow are always more than the paycheck attached to your job description, because you’re consistently investing your effort into yielding a more satisfying job experience by addressing what’s important to you and to others.

I’m Bringing You More Than Tomorrow’s Weather

In a week that was dominated by students demanding that older generations take bolder steps to ensure that they have a livable planet in their future, it’s worth noting that most people still fail to recognize that rapid global warming is one of the most important problems confronting them. Until a proper majority engages with this problem politically, policy makers will simply avoid taking the necessary actions. Perhaps no American workers see the need to engage more of the public—while also having the ability to engage people effectively–than the men and women who bring tomorrow’s weather to millions of people who have little scientific background or knowledge in their communities.
 
When I overheard on the radio a conversation with two meteorologists a couple of days ago, it was clear that these weather reporters (along with increasing numbers of their colleagues) are engaging the public on the imperatives of climate change by grounding their daily reports or 5-day forecasts in statistical evidence that goes back (or extends forward) 20 or even 100 years where they and their viewers live. 
 
They might ask: how many unusually hot days did we use to have in July or unusually destructive storms in September, and how many are we having now–before providing the relevant numbers. These men and women are accustomed to explaining climate-related information to non-scientists—so they’ve already developed more skills and gained more trust than perhaps anyone, in any other line of work, when it comes to placing the recent developments involving weather and climate in a meaningful, scientific context. Moreover, by sticking to hard data and avoiding political “calls to arms,” they are building audience knowledge and engagement while maintaining their impartiality.
 
When these meteorologists make the deliberate effort to locate today’s weather in a much larger story (instead of just sticking with whether their listeners need to bring umbrellas to work tomorrow), they are “job crafting” or “taking responsibility for common, work-related problems” far beyond the media contracts that they’ve negotiated. In other words, they could easily “get by with less” but refuse to do so. Both interviewees made clear how much providing a broader context for their weather reports was enhancing their job satisfaction. It was also clear how much of an impact they and a growing number of their colleagues are having when they engage the public with a problem that has long been too difficult for most non-scientists to understand.
 
Mike Nelson, the chief meteorologist at ABC 7 in Denver, and Amber Sullins, in the same role at ABC 15 in Phoenix, both see themselves as providing this bridge. Each realized that they needed to locate their weather reports in a climate-change context when they were confronted with new generations (Sullins having a daughter and Nelson a grand child). Nelson explained that even with only a few minutes on air, telling a broader or deeper story than tomorrow’s weather “is not as difficult as you might think.” If he knows in advance that his producer has a story about the fire season or current drought, he can work in an “explainer” about the 2-degree increase in temperatures in Rocky Mountain National Park over the past century or how ,at this rate of increase, the “climate in Denver in the next 50 to 70 years will be more like Albuquerque, New Mexico.” Sullin does much the same for her viewers when she explains the 115 degree day today by noting that prior to 1960, there were only 7 days this hot every 20 years, while in the current 20-year period, there have been 42 of them. They’re providing viewers with some relevant facts and leaving it to them to figure out what to do about the picture they paint.
 
Nelson says there is occasional blowback even though he sticks “to physical science instead of political science.” But he adds that for every complaint or attempt “to bully him,” there are 20 audience members expressing their gratitude. Since people are inviting him into their living rooms, he feels it’s “his responsibility” to tell them the whole story. Sullins also feels she is building an additional level of trust with her audience, explaining how the positive feedback she gets from emails and Facebook posts are continuing and broadening the conversation. As viewer’s grapple with the issues, she sees “more wheels spinning in their heads” and their pursuit of even more information. Both Nelson and Sullins are actively working with new meteorologists too so they can learn how to provide this broader context in their weather reports and avoid having their new careers derailed by a political backlash. More than “weather reporters,” Nelson and Sullin see themselves as “educators” of both their audiences and their younger colleagues.

 In a post of mine last May called “How to Engage Hearts and Change Minds in the Global Warming Debate,” much of the answer seemed to depend on how much those hearts and minds trusted the messenger who brought them the information.  According to one poll I cited, that need for trust comes from the fact that only 60% of Americans think that global warming will affect the US, only 40% believe that it will affect them personally and 2/3rds never talk with anyone else about what lies ahead. Addressing climate change is still not on most people’s list of priorities, but letting trusted people “in their living rooms” to talk about it could change that.

As long as a group trusts you enough to ‘give you the floor and listen to what you have to say,’ you’ll likely engage them in your argument when it’s grounded in your values, demonstrates your care about where the group is headed, and provides a glimpse of a better future for all of you if you succeed in persuading them.

Meteorologists are “job crafting” their weather reporting and “taking responsibility” for educating their viewers who have found “what’s at stake” and “what can be done about it” difficult to understand until now. They are bringing their already trusted voices to a broader definition of their current jobs because it’s filling them with pride and they know that by doing so they could be making all the difference in the world.

The Discipline of Limits

Creativity needs limits, like when it happens within a window frame. Accomplishing anything worthwhile needs limits too.  But it’s remarkable how little what we hope to achieve is constrained by our limited resources and true priorities. 
 
When you step outside and it’s 109 degrees in the full bloom of humidity, those limits are dictated by the weather—and it’s a sweaty, grungy mess to fight them. The only workable solution is to pare back, accept what you cannot change and adapt to it. What a relief it was recently to put some of my “To Do List” items into a box called “September.”
 
Our hopes seldom conform to reality however. In watching the presidential candidate debates this week, many of the visions on display seemed unconstrained by limits. Limited tax dollars. Limited attention spans. Limited appetites for 4 more years of disruption.  

30 seconds to respond to a complicated debate question deprives every answer of context, but even when you dig into these politicians’ policy pronouncements, they tend to be individual, grand proposals as opposed to a considered appraisal about how all of their promises could ever be realized. A workable vision says: “I’m going to try to achieve this one big thing with the understanding that I won’t be able to accomplish this, this and that.” Instead, with many candidates, it seems like they want us to believe that they’ll deliver every pie they’re throwing into the sky.
 
In one of the working chapters of my book, I ask readers to use their journals to list the 10 most important things they are working for. As examples, I propose things like: sending your kids to the right school, buying a home of your own, or having enough time each day to play with your dog. Limiting your choices to 10 is the challenge, because what doesn’t make your list is as critical as what does. Since none of us can “have it all,”  the reality (and the magic) comes from how you negotiate the trade-offs.  You are deciding what is most important to you and, by necessity, what is less so.  
 
While thinking about writing to you this week, I came across the following on Twitter. It is from the Collaboration Fund, a venture capital firm based in New York City that describes what it does with a clever tagline:  collaborative = (people x stuff) + new technologies ^ creativity.  On July 24, @collabfund posted these alternate ways of feeling rich:

You can go to bed and wake up when you want to.

 
You can buy any book you want. 
 
You have time to read those books. 
 
You have time to exercise. 
 
A short commute. 
 
No dress code seven days a week. 
 
Liberal use of the thermostat.

Somebody @collabfund was using the month of August to look at what is important to them, and (it seems) what is less so.

Department store windows present endless opportunities to maximize creativity within limits. It’s what’s included and everything that’s not.

By necessity, you have to tell your story within the window’s frame, and one of the genius elements in this Nike campaign is how they’ve interactively included everyone who is walking by in their frames. The image on the top of the page shows the designers inviting passersby to stand on the illuminated spot, jump as high as they can, and see their effort—in comparison to every other effort—light up on the window’s scoreboard. The step-by-step wave action of the colored balls above is another demonstration of how much can be accomplished within the farther limits of a street-facing window.

This is also the genius in every values framework, whether it belongs to Montaigne, Spinoza or Henry Adams (three that resonate strongly with me) or in the working equivalents that everyone who grapples with a “most important to me” exercise comes up with. It’s a winnowing of priorities.
 
Frameworks like this generally start with one or two key values that dictate the kinds of things that people identify as foundational for them. If you start with a value like “personal freedom,” certain priorities tend to  follow. “Material security” would have you pursuing a very different set of goals with your limited time and effort, while “a healthy world” would yield other benchmarks, like lots of exercise and time outside..

Once you adopt a values framework that fits you, its discipline imposes the necessary limits. If I am focusing my energy and resources on this, I either cannot do this other thing at all, or have already accepted that it will be accomplished with the time and energy I have left. When it’s operational, a values framework imposes its equilibrium like a 109-degree day.
 
One of the reasons I became interested in ethics is that sometimes/ oftentimes I want to accomplish everything I’ve put on my plate. It’s a recipe for meltdown because you’re always behind your own 8-ball. So at the same time that I’m drawn to ambitious people with compelling visions, I’ve learned the hard way to be skeptical when it sounds like too many dreams and too little reality.
 
This hard-fought wisdom is why I loved parts of Christopher Demuth’s recent speech to conservative policy makers. Demuth is a distinguished fellow at the Hudson Institute, an organization that “challenges conventional thinking and helps manage strategic transitions to the future.”
Demuth’s speech was about the advantages of nationalism, and I found that it effectively challenged my more conventional thinking, particularly when he said:

An important virtue of the nation-state is that it is a constraint. The contemporary peaceable nation takes what it is given—its borders and territory and resources, its citizens and tribes, its affinities and antagonisms, its history and traditions and ways of getting along—and makes the most of them….
 
One of the most arresting features of modern life in the rich democracies is the pervasive rejection of the idea of natural constraint. One sees this throughout culture high and low, social relations, and politics and government. Where a boundary exists, it is there to be transgressed. Where a hardship exists, it must be because of an injustice, which we can remedy if only we have the will. Today’s recipe for success and happiness is not to manage within limits and accommodate constraints, but to keep one’s options open….
 
I do not know where this impulse came from. Perhaps wealth and technology have relieved so many age-old constraints that we have come to imagine we can live with no constraint at all. Whatever the cause, it is a revolt against reality. Resources are limited. Lasting achievement is possible only within a structure. My own favorite field, economics, is out of favor these days, but it has at least one profound truth, that of opportunity cost: Everything we do necessarily involves not doing something else….
 
The American nation-state is rich, powerful and less constrained than any other, yet it is much more constrained than we have led ourselves to believe. Thinking of ourselves as a nation-state is, as Peter Thiel has observed, a means of unromantic self-knowledge. National conservatism, by directing our attention to our nation as it is—warts, wonders and all—is a means of reminding ourselves of our dependence on one another in the here and now, and of facing up to the constraints that are the sources of productive freedom.

Does this mean we can’t aspire to do better within our national boundariess? Of course not. At the end of the day, it simply means that in governance—as in our lives and work—it is a question of advancing productively on what’s most important to us much closer to home.

In this regard, I’d argue that those who aspire widely and dream expansively in politics are like the dissenters in my June 3 and June 10, 2018 posts, pulling “the less-decided middle” in their direction. On the other hand, these dissenters are rarely the ones who can also bring enough citizens together so we can move forward and actually accomplish something. That kind of consensus building requires a different skill set entirely, and it’s that unromantic man or woman who can help us “manage within our limits” that I’m hoping to find in the current crop of candidates.
 
As for my priorities as a citizen, I believe that above all else the franchise that is American democracy needs to be re-built. While one exception for me to Demuth’s nation-focus would be climate-change (given its global reach and implications), my over-arching citizen priority is to rebuild this country’s internal dynamics. To do so, economic policies that actively support thriving communities and families need to be implemented, with active contributions coming from businesses and employers in the ways that they used to after World War II. I agree with several of Oren Cass’s and Shoshana Zuboff’s observations in these regards, discussing his ideas in A Winter of Work Needs More Color and both of their ideas in The Social Contract Around Our Work is Broken, posts from earlier this year.

Within the frame of thriving communities and families, we’d go to work rebuilding our public infrastructure of roads, bridges, dams, harbors, airports and other mass transit because we depend on our built environment everyday–and it’s falling apart. Our social foundations could also be strengthened in various ways by new, clean energy policies.

Wall Street Journal columnist Greg Ip recently argued for pursuing cleaner energy through market mechanisms like taxes and emissions caps instead of massive government interventions that gamble (often wrongly) when picking winners in a complex marketplace like this and end up being many times more costly.

To many Green New Deal advocates [who want to eliminate fossil fuels altogether in the short term and throw the full weight of the government behind that effort], this isn’t good enough. Replacing coal with natural gas only reduces carbon-dioxide emissions; it doesn’t eliminate them. [However,] this misses the point. The climate doesn’t care if we eliminate a ton of carbon dioxide by replacing coal with natural gas or solar power. But taxpayers and consumers do care. So long as money is limited, each dollar should purchase the largest emission reduction possible. And the market will always be vastly better at this than regulators because it will find solutions that regulators have never thought of.

Once again, his argument is for acting as productively as possible within our limits.  Not only will taxpayers appreciate the thrift in this approach, but with the appropriate policy signals, more local jobs can also be created as clean energy companies learn how to grow within these new policy boundaries, producing financial benefits (like fuller employment and better jobs) along with non-financial ones (like confidence, optimism and greater well-being) for American communities and families.
 
In the end, my priorities may not be your priorities—and they don’t have to be. What’s essential is deciding “what’s more and less important to you” and identifying leaders who will practice the art of the possible while realizing your shared priorities.

It’s a discipline of limits that frames the good work of every citizen.

Citizens Will Decide What’s Important in Smart Cities

The norms that dictate the acceptable use of artificial intelligence in technology are in flux. That’s partly because the AI-enabled, personal data gathering by companies like Google, Facebook and Amazon has caused a spirited debate about the right of privacy that individuals have over their personal information. With your “behavioral” data, the tech giants can target you with specific products, influence your political views, manipulate you into spending more time on their platforms, and weaken the control that you have over your own decision-making.
 
In most of the debate about the harms of these platforms thus far, our privacy rights have been poorly understood.  In fact, our anything-but-clear commitments to the integrity of our personal information have enabled these tech giants to overwhelm our initial, instinctive caution as they seduced us into believing that “free” searches, social networks or next day deliveries might be worth giving them our personal data in return. Moreover, what alternatives did we have to the exchange they were offering?

  • Where were the privacy-protecting search engines, social networks and on-line shopping hubs?
  • Moreover, once we got hooked on to these data-sucking platforms, wasn’t it already too late to “put the ketchup back in the bottle” where our private information was concerned? Don’t these companies (and the data brokers that enrich them) already have everything that they need to know about us?

Overwhelmed by the draw of  “free” services from these tech giants, we never bothered to define the scope of the privacy rights that we relinquished when we accepted their “terms of service.”  Now, several years into this brave new world of surveillance and manipulation, many feel that it’s already too late to do anything, and even if it weren’t, we are hardly willing to relinquish the advantages of these platforms when they are unavailable elsewhere. 
 
So is there really “no way out”?  
 
A rising crescendo of voices is gradually finding a way, and they are coming at it from several different directions.
 
In places like Toronto (London, Helsinki, Chicago and Barcelona) policy makers and citizens alike are defining the norms around personal data privacy at the same time that they’re grappling with the potential fallout of similar data-tracking, analyzing and decision-making technologies in smart-city initiatives.
 
Our first stop today is to eavesdrop on how these cities are grappling with both the advantages and harms of smart-city technologies, and how we’re all learning—from the host of scenarios they’re considering—why it makes sense to shield our personal data from those who seek to profit from it.  The rising debate around smart-city initiatives is giving us new perspectives on how surveillance-based technologies are likely to impact our daily lives and work. As the risks to our privacy are played out in new, easy-to-imagine contexts, more of us will become more willing to protect our personal information from those who could turn it against us in the future.
 
How and why norms change (and even explode) during civic conversations like this is a topic that Cass Sunstein explores in his new book How Change Happens. Sunstein considers the personal impacts when norms involving issues like data privacy are in flux, and the role that understanding other people’s priorities always seems to play. Some of his conclusions are also discussed below. As “dataveillance” is increasingly challenged and we contextualize our privacy interests even further, the smart-city debate is likely to usher in a more durable norm regarding data privacy while, at the same time, allowing us to realize the benefits of AI-driven technologies that can improve urban efficiency, convenience and quality of life.
 
With the growing certainty that our personal privacy rights are worth protecting, it is perhaps no coincidence that there are new companies on the horizon that promise to provide access to the on-line services we’ve come to expect without our having to pay an unacceptable price for them.  Next week, I’ll be sharing perhaps the most promising of these new business models with you as we begin to imagine a future that safeguards instead of exploits our personal information. 

1.         Smart-City Debates Are Telling Us Why Our Personal Data Needs Protecting

Over the past 6 months, I’ve talked repeatedly about smart-city technologies and one of you reached out to me this week wondering:  “What (exactly) are these new “technologies”?”  (Thanks for your question, George!).  
 
As a general matter, smart-city technologies gather and analyze information about how a city functions, while improving urban decision-making around that new information. Throughout, these data-gathering,  analyzing, and decision-making processes rely on artificial intelligence. In his recent article “What Would It Take to Help Cities Innovate Responsibly With AI?” Eddie Copeland begins by describing the many useful things that AI enables us to do in this context: 

AI can codify [a] best practice and roll it out at scale, remove human bias, enable evidence-based decision making in the field, spot patterns that humans can’t see, optimise systems too complex for humans to model, quickly digest and interpret vast quantities of data and automate demanding cognitive activities.

In other words, in a broad range of urban contexts, a smart-city system with AI capabilities can make progressively better decisions about nearly every aspect of a city’s operations by gaining an increasingly refined understanding of how its citizens use the city and are, in turn, served by its managers.
 
Of course, the potential benefits of greater or more equitable access to city services as well as their optimized delivery are enormous. Despite some of the current hew and cry, a smart-cities future does not have to resemble Big Brother. Instead, it could liberate time and money that’s currently being wasted, permitting their reinvestment into areas that produce a wider variety of benefits to citizens at every level of government.
 
Over the past weeks and months, I’ve been extolling the optimism that drove Toronto to launch its smart-cities initiative called Quayside and how its debate has entered a stormy patch more recently. Amidst the finger pointing among Google affiliate Sidewalk Labs, government leaders and civil rights advocates, Sidewalk (which is providing the AI-driven tech interface) has consistently stated that no citizen-specific data it collects will be sold, but the devil (as they say) remains in the as-yet to be disclosed details. This is from a statement the company issued in April:

Sidewalk Labs is strongly committed to the protection and privacy of urban data. In fact, we’ve been clear in our belief that decisions about the collection and use of urban data should be up to an independent data trust, which we are proposing for the Quayside project. This organization would be run by an independent third party in partnership with the government and ensure urban data is only used in ways that benefit the community, protect privacy, and spur innovation and investment. This independent body would have full oversight over Quayside. Sidewalk Labs fully supports a robust and healthy discussion regarding privacy, data ownership, and governance. But this debate must be rooted in fact, not fiction and fear-mongering.

As a result of experiences like Toronto’s (and many others, where a new technology is introduced to unsuspecting users), I argued in last week’s post for longer “public ventilation periods” to understand the risks as well as rewards before potentially transformative products are launched and actually used by the public.
 
In the meantime, other cities have also been engaging their citizens in just this kind of information-sharing and debate. Last week, a piece in the New York Times elaborated on citizen-oriented initiatives in Chicago and Barcelona after noting that:

[t]he way to create cities that everyone can traverse without fear of surveillance and exploitation is to democratize the development and control of smart city technology.

While Chicago was developing a project to install hundreds of sensors throughout the city to track air quality, traffic and temperature, it also held public meetings and released policy drafts to promote a City-wide discussion on how to protect personal privacy. According to the Times, this exchange shaped policies that reduced, among other things, the amount of footage that monitoring cameras retained. For its part, Barcelona has modified its municipal procurement contracts with smart cities technology vendors to announce its intentions up front about the public’s ownership and control of personal data.
 
Earlier this year, London and Helsinki announced a collaboration that would enable them to share “best practices and expertise” as they develop their own smart-city systems. A statement by one driver of this collaboration, Smart London, provides the rationale for a robust public exchange:

The successful application of AI in cities relies on the confidence of the citizens it serves.
 
Decisions made by city governments will often be weightier than those in the consumer sphere, and the consequences of those decisions will often have a deep impact on citizens’ lives.
 
Fundamentally, cities operate under a democratic mandate, so the use of technology in public services should operate under the same principles of accountability, transparency and citizens’ rights and safety — just as in other work we do.

To create “an ethical framework for public servants and [a] line-of-sight for the city leaders,” Smart London proposed that citizens, subject matter experts, and civic leaders should all ask and vigorously debate the answers to the following 10 questions:

  • Objective– why is the AI needed and what outcomes is it intended to enable?
  • Use– in what processes and circumstances is the AI appropriate to be used?
  • Impacts– what impacts, good and bad, could the use of AI have on people?
  • Assumptions– what assumptions is the AI based on, and what are their iterations and potential biases?
  •  Data– what data is/was the AI trained on and what are their iterations and potential biases?
  • Inputs– what new data does the AI use when making decisions?
  • Mitigation– what actions have been taken to regulate the negative impacts that could result from the AI’s limitations and potential biases?
  • Ethics– what assessment has been made of the ethics of using this AI? In other words, does the AI serve important, citizen-driven needs as we currently understand those priorities?
  • Oversight– what human judgment is needed before acting on the AI’s output and who is responsible for ensuring its proper use?
  • Evaluation– how and by what criteria will the effectiveness of the AI in this smart-city system be assessed and by whom?

As stakeholders debate these questions and answers, smart-city technologies with broad-based support will be implemented while citizens gain a greater appreciation of the privacy boundaries they are protecting.
 
Eddie Copeland, who described the advantages of smart-city technology above, also urges that steps beyond a city-wide Q&A be undertaken to increase the awareness of what’s at stake and enlist the public’s engagement in the monitoring of these systems.  He argues that democratic methods or processes need to be established to determine whether AI-related approaches are likely to solve a specific problem a city faces; that the right people need to be assembled and involved in the decision-making regarding all smart-city systems; and that this group needs to develop and apply new skills, attitudes and mind-sets to ensure that these technologies maintain their citizen-oriented focus. 
 
As I argued last week, the initial ventilation process takes a long, hard time. Moreover, it is difficult (and maybe impossible) to conduct if negotiations with the technology vendor are on-going or that vendor is “on the clock.”
 
Democracy should have the space and time to be a proactive instead of reactive whenever transformational tech-driven opportunities are presented to the public.

2.         A Community’s Conversation Helps Norms to Evolve, One Citizen at a Time

I started this post with the observation that many (if not most) of us initially felt that it was acceptable to trade access to our personal data if the companies that wanted it were providing platforms that offered new kinds of enjoyment or convenience. Many still think it’s an acceptable trade. But over the past several years, as privacy advocates have become more vocal, leading jurisdictions have begun to enact data-privacy laws, and Facebook has been criticized for enabling Russian interference in the 2016 election and the genocide in Myanmar, how we view this trade-off has begun to change.  
 
In a chapter of his new book How Change Happens, legal scholar Cass Sunstein argues that these kinds of widely-seen developments:

can have a crucial and even transformative signaling effect, offering people information about what others think. If people hear the signal, norms may shift, because people are influenced by what they think other people think.

Sunstein describes what happens next as an “unleashing” process where people who never formed a full-blown preference on an issue like “personal data privacy (or were simply reluctant to express it because the trade-offs for “free” platforms seemed acceptable to everybody else), now become more comfortable giving voice to their original qualms. In support, he cites a remarkable study about how a norm that gave Saudi Arabian husbands decision-making power over their wives’ work-lives suddenly began to change when actual preferences became more widely known.

In that country, there remains a custom of “guardianship,” by which husbands are allowed to have the final word on whether their wives work outside the home. The overwhelming majority of young married men are privately in favor of female labor force participation. But those men are profoundly mistaken about the social norm; they think that other, similar men do not want women to join the labor force. When researchers randomly corrected those young men’s beliefs about what other young men believed, they became far more willing to let their wives work. The result was a significant impact on what women actually did. A full four months after the intervention, the wives of men in the experiment were more likely to have applied and interviewed for a job.

When more people either speak up about their preferences or are told that others’ inclinations are similar to theirs, the prevailing norm begins to change.
 
A robust, democratic process that debates the advantages and risks of AI-driven, smart city technologies will likely have the same change-inducing effect. The prevailing norm that finds it acceptable to exchange our behavioral data for “free” tech platforms will no longer be as acceptable as it once was. The more we ask the right questions about smart-city technologies and the longer we grapple as communities with the acceptable answers, the faster the prevailing norm governing personal data privacy will evolve.  
 
Our good work of citizens is to become more knowledgeable about the issues and to champion what is important to us in dialogue with the people who live and work along side of us. More grounds for protecting our personal information are coming out of the smart-cities debate and we are already deciding where new privacy lines should be drawn around us.

How to Engage Hearts and Change Minds in the Global Warming Debate

Conversations that change minds always appeal to people’s priorities.

These are conversations we’ve had here about subjects like the risks of climate change (“An Enabling Perspective for Our Wounded World”), the current imbalances in the American economy (“The Social Contract Around Our Work Is Broken”), the impacts of innovation (“Whose Values Will Save Us From Our Technology?”) and their effects on workers, families and communities.
 
Unfortunately, many of us don’t talk to anyone about how a warming planet is already impacting us, how the risks are accelerating, and what each of us can do about it. “What has climate change got to do with me?” or more pointedly, “What has global warming got to do with what is important to me?” 
 
What environmentalists consider a horrifying catastrophe barely registers as a concern for many of us, and much of that disconnect comes from how environmentalists have talked about it. It’s almost as if they think the health and beauty of the earth (remember “the snail darter”?) is more important than the freedom or prosperity of the people in it– when the challenge should never be expressed as an either/or.
 
Arguments about the sanctity of the biosphere that may seem obvious to me won’t persuade skeptics who are far more concerned about making a living off the land. So it’s fair to ask: why can’t the risks of global warming be conveyed in terms of its impacts on human freedom and prosperity—that is, through the lens of a very different set of priorities? Otherwise, we’re doomed to leaving half of the constituency that’s needed for change out of the loop.
 
Whether a skeptic is open to listening to someone who wants to persuade them is also key. I’m never going to change your mind if you don’t trust me already, and much of that trust comes from having credibility within a community that already shares at least some of your values.  It’s how Nixon’s legacy as an anti-communist gave him credibility with conservative constituents when he wanted them to change their minds about improving relations with communist China in the 1970s.
 
Until recently, there were very few leaders in the community of global warming skeptics whose minds were changed by the environmental record AND who were also willing persuade others who share their values to change their minds too by discussing how they became convinced by the enormous risks that are involved. Whether the issue is climate change or something else, the stature of the persuader and his or her willingness to explain their evolution from skeptic to believer in a language that speaks to common values also matters. 
 
Some recent polling data about the gulf between believers and non-believers when it comes to global warming speaks to the enormity of the bridge-building challenge.
 
According to a Gallup poll in March, nearly 70% of Republicans believe that alarm over a warming planet is “generally exaggerated” while nearly the same number of Democrats (67%) believe that global warming will pose “a serious threat” in their lifetimes. When political affiliation is removed from the polling questions, the results are equally compelling. The Yale Program on Climate Change Communication found that only 60% of the public think that global warming will affect people in the US, only 40% believe it will affect them personally, and 2/3rds of those polled never talk about climate change with anyone else. For many people, climate-related threats to our way of life are not even on their radar.
 
Those most knowledgeable about climate science are almost unanimous in their alarm over global warming. But those who aren’t paying attention or are waiting to be convinced are unlikely to persuaded by “the facts” that fuel the experts’ alarm. On the other hand, they might be persuaded by someone they are listening to already and are open to hearing out.
 
This openness to persuasion was evident from studies Charlan Nemeth shared in her 2018 book on the power of dissent. I discussed her findings in a couple of posts (“Why Voice Your Dissent?” and “Dissent That Elevates the Group”) about how somebody who disagrees with you–often vehemently–can also change your mind.
 
As long as a group trusts you enough to “give you the floor and listen to what you have to say,” you’ll likely engage them in your argument when it’s grounded in your values, demonstrates your care about where the group is headed, and provides a glimpse of a better future for all of you if you succeed in persuading them.

You raise your voice because what you believe and what you know can’t stay silent any longer. You dissent because you care about being true to yourself and because you care about what will happen to the group if it doesn’t hear what you’re saying. [As a result,] the group will grapple with your knowledge and beliefs even when they don’t agree with them…In addition…the most productive dissent also contains at least a piece of the future that you are convinced that everyone in the group should want.  A dissenter’s convictions engage our convictions about what we know and believe, but so does her hopeful vision about the future [we can] create together. 

When dissenting opinions contain these three elements, those who disagree at first are more likely to open their minds and question their own positions.  When you are “in it” together (whatever the basis for that commonality), people will listen to your reasoned testimony when they sense your heart is in it too. Someone else’s grounded, caring and hopeful dissent essentially creates the space for reconsidering what we think and believe to be true. 
 
Of course, to persuade a skeptical group with your “dissenting” opinion, the group has “to give you the floor” in the first place, and the easiest way to receive that invitation is if you already share at least some of the group’s basic values. For example, to reach conservative, often Evangelical communities that have tended to be dismissive of the threat of global warming, climate scientist Katherine Hayhoe grounds the facts she knows as a scientist in the biblical values she believes in as a Christian.  
 
In her 2009 A Climate for Change: Global Warming Facts for Faith-Based Decisions (co-written with her husband who is a minister himself), as well as in her TED talk last December, Hayhoe’s persuasiveness arises from both her expertise and these shared beliefs.  She’s convinced that fear, even when justified by the science, only causes people to flee the issue or become demoralized because nothing they could ever do will really matter. On the other hand, a “rational hope” that individuals can make a difference when it’s tied to the values of her largely Evangelical audience has a much better chance to change minds and get her listeners to engage in solutions, even small ones. 
 
The Bible calls on Christians “to serve the least of these”—the poorest and most vulnerable in the developing world, who are already among the most affected by global warming. Hayhoe utilizes her scientific knowledge to paint a vivid picture of the suffering that billions of the poorest people will face if the world continues to ignore the scientific evidence. The message in her book and when she’s speaking is always clear. She “connects the dots” between their shared values and why her readers and listeners need to confront the challenges of a changing climate.  “Doing something, anything, about climate change is a step in the direction of caring for people,” she says. It’s a reason to believe that her audiences can feel, understand and act upon.
 
Hayhoe’s expertise as a climate scientist gives her knowledge-based credibility with her largely Christian audiences. Many of Nemeth’s dissenters who changed skeptical minds also had (or managed to build) subject-matter credibility that could be harnessed to values they shared with the groups they were trying to reach. Jerry Taylor, originally a Republican global-warming skeptic, supplemented his authority by reviewing the evidence of climate change and convincing himself that the risks it poses to his priorities—like its impacts on private property and personal freedom—demand that it be confronted without any more delay. Taylor runs the Niskanen Center, a libertarian-leaning Washington think tank. Over the past 5 years, he and his colleagues have been quietly building support among Republican legislators and staff for an aggressive federal carbon tax.
 
Since Taylor’s commitment to Republican and libertarian values is unquestioned by his peers, his “change of heart” given the evidence of global warning and the carefully tailored carbon tax he proposes to address it have been taken seriously by his colleagues. “This is one of our own,” he knows what he’s talking about, we need to hear him out, and maybe open our minds to the persuasion in his arguments. The significance of overtures like his to global warming skeptics cannot be overstated.
 
An April 16 article in the MIT Technology Review argues for the “science” (or at least the method) that seems to be operating here. The article is “How the Science of Persuasion Could Change the Politics of Climate Change,” while its tagline is: “Conservatives have to make the case to conservatives, and a growing number of them are.” In order to change minds on a hot–button issue that has been reduced to partisan sound bites, several factors are relevant.

The first is understanding how political stalemates first arise. We become polarized when members of “our elites,” our so-called “thought leaders,” rally us in one direction or another.  By the same token, to reduce political polarization the convictions of these thought leaders are the first convictions that need to be changed.

The real focus shouldn’t be on convincing the public, hitting people over the head again and again with the science and dangers of climate change. Instead, the goal should be to change the minds of the elites. 
 
When they send clear and consistent signals, mass opinions that seemed strong and fixed can swing in the other direction”…. The good news is this means you don’t have to change as many minds. The bad news is the ones you do have to change can be particularly stubborn ones.

This is why Jerry Taylor’s conversion experience is significant.  No one else changed his mind. He changed his own mind by studying the evidence around climate change, and, as a result, he and his allies are well-positioned to change similar minds in the elite government circles where they operate.
 
Another element in this kind of persuasion relates to the common values that the persuader shares with those who need persuading.

[Taylor] and his staff attempt to craft fact-based arguments designed to appeal specifically to their political interests, and present policies they can rationalize within their ideologies.
 
Notably, the Niskanen Center isn’t pushing the environmental regulations that conservatives despise. They’re advocating a revenue-neutral carbon tax, a market-based tool. Carbon pollution costs real people real money. It’s just that the polluters aren’t necessarily the ones bearing those costs. In a market that respects the property rights libertarians champion, that ‘externality’ needs to be priced in, Taylor says.

The MIT Tech article suggests that Taylor has been making headway with Republicans in Congress, but no one is “naming names” yet, suggesting that there is still “a ways to go” in getting these legislators out in front on America’s response to global warming.
 
To make their changes of heart even more palatable, the article also cites the so-called “co-benefits theory” advanced by some political scientists. In listing our gains once we cut greenhouse gas emissions, the newly converted can claim that they are also promoting goals like technological innovation, energy independence, national security, air quality, health and job creation.

The necessary coalition to address global warming will never coalesce until respected leaders in skeptical communities engage with those who deny the seriousness of climate change.
 
A skeptical community can be reached by both expertise and potential solutions that are consistent with that community’s’ priorities and values.
 
This kind of outreach recognizes that people’s identities are tied up in their political certainties and how those certainties reflect their basic values.
 
An appeal to values can change hearts enough so that an expert’s appeal to reason can also change minds.
 
There is a “rational hope” today that a skeptical public can be engaged deeply enough so that we will be able to come together to address global warming as well as almost every other intractable problem that requires a critical mass of public engagement.  

It’s about finding a few leaders who can reach enough people where they live.

An Enabling Perspective for Our Wounded World

What is most exceptional about Barry Lopez is his perspective and how he manages to involve us in it.

The remarkable prologue to his new book “Horizons,” finds him in the last place we expect to find him. For an author who has brought us with him to the most remote corners on earth—the iron mines of Aboriginal Australia, the unfathomable expanses of Antarctica, an archeological site on Skraeling Island, Banda Aceh after the tsunami, Cape Foulweather’s “ghosted landscape”—Lopez is reclining on a beach chair at a Hawaiian resort, playing with his grandson in the shallow waves, swimming off shore to show him the sunken battleship Arizona, remembering an odd encounter with John Steinbeck when he too was young and thinking about writing, watching “the pool water shatter into translucent gems” after a tourist’s spontaneous, arcing dive. They’re the reveries of a summer day. And then this, as he looks out from the dreamlike circle of his life and family: 

I want to wish each stranger I see in the chairs and lounges around me, every one of them, an untroubled life. I want everyone here to survive what is coming.

Until now, Barry Lopez’ most acclaimed book was “Arctic Dreams.” It is part travelogue and part meditation on the fragility and resilience of a particular landscape, along with its wildlife and people.  Since it came out in 1986, he has written hundreds of articles, along with fiction and essays, but “Horizons” is “Arctic Dream’s” non-fiction companion and successor. It took him more than 30 years to recast what he had to say back then in the face of the profound impacts humanity has had on the earth in those ensuing years.

Robert MacFarlane remarked recently about the strangeness of calling what Lopez does in both of these books non-fiction, thereby defining them by “their negative and restricting relation to fiction.”  Lopez breaks open the possibilities of non-fiction for me in the ways that he does for MacFarlane: with often gorgeous prose that is “stylistic adventure,” “ethical address,” and “secular spirituality” where land, wildlife and the traditional knowledge of ancient people are “tutelary presences.”  Lopez is the medium that gives them voice when we can’t hear them for ourselves.

In his own writing, MacFarlane lets us feel the land, its wildlife and people too, using “the particular words” that conjure their essences and interactions most evocatively in an age when we’re losing “the language” that we once used to talk about them and therefore “the descriptions” that helped us to connect more deeply to the world around us. Out of MacFarlane’s concern about the loss of these words and memories over the same 30 years, he sees Barry Lopez’ own “life journey” as one “from hope to doubt.”
 
What I found most fascinating about “Horizon” are the contours of Lopez’ doubt today and how he involves us in the only outcome that seems possible given the uncertainties.
 
How can you warn us on our lounge chairs without disabling, through a sense of hopelessness, those you are trying so hard to engage?

1.         Thirty Years Ago – 1986

The Lopez of “Arctic Dreams,” and much of what he recalls about his observations since, come from his being a fieldworker, meaning that his approach to the places he has visited are those of “attention and interpretation.” This is what MacFarlane has to say about Lopez’ well-honed conjuring tricks in his review of “Horizon”:

In one of the few even faintly comic moments in the book, Lopez recounts how the Inuit hunters refer to him as naajavaarsuk, the ivory gull, a species distinguished by its habit of “standing on the perimeter of the action, darting in to snatch something when there’s an opening”. One might add – though Lopez does not – that he is also an isumataq, a storyteller who “creates the atmosphere in which wisdom reveals itself”. The achievement of Lopez’s work has always been ontological before it is political; a “redreaming”, to use his verb, of the possibilities of human life.

Lopez always seems to have believed that if he describes what he’s experienced well enough, his readers and listeners can experience it too, trusting them to draw their own conclusions and to decide on how they’ll respond. In other words, Lopez invites a state of mind where decision-making becomes possible.
 
The last time I wrote about Lopez here, he talked about one way that he’s thought about it.

I gave a talk once at the Athenaeum in Providence, Rhode Island, and I asked the man who was my host, what is it that Emerson and all of these people did on a Sunday afternoon at the Athenaeum? Did they talk about politics, or did they talk about science, or did they talk about sports? What was it that made these talks so much a part of cultural memory for us? And he said they just elevated — they brought the level of the conversation up. And I reflected on that and thought, well, that’s what I want [to do].

On his own page, Lopez describes the conversation partners he’s after in unusually intimate terms: my “family, friends, mentors, professional colleagues—to whom I feel most beholden.”  They are “people with whom I imagine I share a common fate.” For them, as he elaborates in “Horizon”: “You feel while you are witnessing such things that you must carry some of this home, that what you’ve found are not your things but our things.” It’s deeply personal sharing–like you’d do around a campfire–while reimagining the possibilities that are ahead of you together.
 
As the younger man of “Arctic Dreams,” Lopez was concerned about the environmental destruction and loss of habitat that he saw on his travels but challenged those who feared extinction was inevitable, believing that we had enough courage to reverse our course, even if our actions might not bear fruit in our lifetimes. Some of it may have been trusting too much that the conversation he had elevated would spur all those others to follow through. As he writes in “Horizon”:

Looking back, I see that this ideal—to imagine myself in service to the reader—had me balanced on the edge of self-delusion. But it was at the time my way of working. It didn’t occur to me that taking life [my role?] so seriously might cause a loss of perspective.  How else, I would ask, could you take it?

The long road that Lopez took to “Horizon” involved going back to many of the places he had visited over the years to see what he had missed and to discover how the hope of “Arctic Dreams” could evolve into something sharper, with greater urgency and far less certainty.

2.         Today

Lopez talked about this 30-year journey at the Free Library here on Tuesday, and during the hour and a half that he filled with his stories, I tried to track the emotions underneath them and how they have changed his role as an observer, interpreter and catalyst for those who are listening.

I didn’t think that I’d ever get the chance. 

As recently as a year ago, I’d heard that Lopez was gravely ill with a particularly aggressive cancer so I never thought I’d see him read from his work or sit in the same room with him. In addition to being something of a miracle, his appearance here this week was also a statement about his own resilience, the personification of survival in the face of his body’s self-destructiveness. He never talked about his illness, but his message was more intertwined with his own survival now and you could feel it.

Lopez is a tough old bird who’s been a relentless wanderer, a describer of all the shades of purple that the light reveals in a remote canyon, a professional diver, a chronicler of “the shock wave” of the Middle East, and the pilgrim who made his Pashtun guides take him to the empty niches at Bamyan where monumental statues of the Buddha carved from the living rock 1600 years ago had been blasted into oblivion by the Taliban–why?–because their voids called out to him. Voids like this are far more fixed in his vision today than they were 30 years ago. 

It’s why MacFarlane describes “Horizon” as “a deeply wounded book” about “the throttled Earth.” Lopez seems less certain that he can reach the tourists in their lounge chairs around the pool and more reliant on networks of wisdom that still includes his “family, friends, mentors and professional colleagues” but now depends at least as much on the wisdom of traditional cultures that have found ways to survive in the face of war, environmental destruction and natural disaster. Unlike citizens of the developed world who act like children looking for heroes to save them, for thousands of years adults who know how to make decisions to care for everyone and ensure that no one gets left behind have guided “heroic communities” of indigenous people across the world. Today, Lopez tries to counter his doubts by imagining networks comprised of all the different communities that depend on adults with the knowledge to survive so that we can claim our uncertain future together.

When you face your own death and the death of the world you have lovingly observed and interpreted, there is far greater urgency in your message. From MacFarlane again:

The event horizon of climate change is swiftly narrowing its noose. Lopez’s writing throughout this book is pulled taut between his need to register the extreme urgency of the environmental crisis, and his long-held belief in time, patience and the careful observation of other cultures as the basis for a fix: “As time grows short, [writes Lopez,] the necessity to listen attentively to foundational stories other than our own becomes imperative.’

At the Free Library, Lopez talked repeatedly about the centuries of practical wisdom that enable traditional societies to repair themselves, to “go on,” whatever knocks them down. Instead of our Western view of progress—the confidence that things will always get better—he counters that the health of the world is following a very different path and that our only hope rests with those who already have (or are willing to nurture) the ability to start over again, to survive, even when they find themselves in the darkest places.
 
As I listened I found myself wondering: when is the last time that anyone I know had to figure out a way to survive from one day to the next? 
 
And as with MacFarlane’s lost “words” and “descriptions of nature”:  how much natural resilience and willingness to rely upon one another has our freedom, wealth and belief in progress allowed us to forget, but that we’ll need to remember if we’re to adapt and survive in this increasingly “throttled” world?
 
There were glimmers of anger, impatience and disgust in Lopez’ uncertainty on Tuesday night, but only briefly and they quickly disappeared behind his refusal to despair. In a recent interview, Lopez acknowledged these judgmental tendencies when he talked about why it took him so long to follow up on “Arctic Dreams”:

I think I had a greater tendency when I was younger to judge, to maintain states of anger. I had impatience. And I had to bleed all that off before I wrote ‘Horizon.’

In their place, this new book and his coming out to talk about it is more like one of the prophet Jeremiah’s Old Testament lamentations. Particularly in his fifth lamentation, Jeremiah tells of how the people of God lived through the destruction of Jerusalem but in the end stubbornly refuse to abandon their hope despite a deep uncertainty about their deliverance.
 
Lopez sounded like an Old Testament prophet when he said of himself a couple of years ago: “It is necessary to have people out on the edge calling back to us about what’s coming.”

Like others who have cried out to be heard from the wilderness, his perspective today is forged by his own survival, his willingness to look at the voids that chronicle our race towards destruction, his urgent recognition that we have limited time to turn the tide, and his refusal to despair because so many of those he has encountered as he’s wandered this earth have also found dignified ways to survive.

Without hectoring or drama, the prophetic perspective in Lopez’ current stories invites us to re-imagine the future in ways that—quite frankly–seem impossible for us to ignore.
